Yep.
By that token, ankle carry in shorts, or thigh holster over pants, etc... If the gun can be seen or even the silhouette "printing" can be construed by law enforcement as open carrying. (This came up a lot with the old "brandishing" aspect)

i don't know about ankle carrying with shorts on, that would look a little strange!!

could you imagine if a guy walked into a store wearing an ankle holster cut off jean shorts with an itw holster at his lower back, and a wife beater with a shoulder holster...what do you think they'ed say???

Gray area.
It can be argued that your arm covering the holstered sidearm is concealed.
With a CPL, you're covered.

If your arm covering a shoulder holster makes it concealed, then there is no such thing as open carry.
You can not cover a shoulder holster unless you put on a shirt or jacket. SOME part of it always shows and is identifiable.

The rig yes but not the holster its self.

Gee I have done this hundreds of times while OCing and no cashier has freaked. But again it's a personal choice.

i have never oc'ed but i want to with little confrontation about it!!
Wasn't there a guy recently that got into some trouble for carrying in an IWB even though it was not covered? I know it's not the same as a shoulder holster but it does mean that just because it's visable doesn't mean it's OC. Not trying to discourage anything just some food for thought. Would hate for someone to have a problem over something like that.

Not that my opinion matters but....gotta agree 100%
Specifics may include size of gun and whether vertical or hoizontal rig.
That said....I gotta believe that an exposed shoulder rig of any kind would be enough to get somebody by without a CPL but...one never knows do they?

He never went to trial for CCW so we'll never know if such nonsense would have been upheld.

So, for now.... just use a REGULAR hip holster, preferably with some retention.
Getting arrested for "gray area issues" does nobody any good unless you have $hitloads of money and 4 Philadelphia lawyers.
