Orange on the blind

I thought earlier this year I read a new rule about portable blinds on public land. Something about so many square inches of hunters orange visible from all four sides.
I am looking in the 2009 DNR guide and can find nothing.
Did I dream this up?
Did anyone else have this dream?

The way I read that, the blind/orange issue did not pass. Is it on the law books anywhere?
