If you know their name and birthdate, you can figure it out.
The letter and first three are soundex. Mine is S321, for example. You can find soundex converters online.
The next two sets are related to your first and second names but I don't know how they are determined. Find someone with the same first name (or similar, like Mark and Martin, I think?).
The last set of numbers I believe are based on your birthday.

The first, second, and third groups use the same format, and are based on your first, middle, and last name. The last group is based on the Julian date of your bithday.

You don't need someone's license plate to run their credit. You do however, need their signature giving you permission.You also have to be in the credit granting business
Michigan drivers licenses are based on first, middle and last name and date of birth. The formula used is no big secret, I used to have a program sitting around that would do the calculation and tell you the resultant DL number.
Only variable is if someone else already has that number (similiar name, etc), then the SoS increments the license number up to the next available number.
