I posted about this a few months back (must have been pruned already), here is an updated, current article:
County to open Westland office
By ShanteƩ Woodards / The Detroit News
WESTLAND -- Wayne County officials are planning to open a satellite office in Westland, giving suburban customers greater access to county services.
Three county departments -- the clerk, register of deeds and treasurer -- will station employees in the Kay Beard Building on Michigan Avenue. Construction is expected to start next year, and the staff will move in four months later.
The building is the refurbished site of Eloise, the county complex that once helped the poor and mentally ill. The building closed in the 1980s, and the county sold part of the grounds for private development and saved a few buildings to serve low-income residents. The Wayne County Senior Services Division is there.
The satellite offices will offer the same services as downtown, sparing western Wayne residents the drive, said Alex Romero, director of the county's Senior Services Division.
Suburban officials have long complained about the county's isolation. Canton Township once offered space to the county in its hall, but the county couldn't afford to staff the office at the time.
Michigan has long provided branch offices for licensing, health and environmental matters. Oakland County has a satellite office in Troy that handles veterans issues, counseling for criminals and a probate and circuit court office.
Still, Plymouth resident Marcell Madonna wasn't sure he will get much use out of the coming satellite offices.
"I really can't gauge whether or not it's worth it," Madonna said. "I only have to go down there once every three to four years. It's hard to understand whether it's justified."

Based on the following quote, it would seem that CCW license applications will be taken at either location:
The satellite offices will offer the same services as downtown, sparing western Wayne residents the drive, said Alex Romero, director of the county's Senior Services Division.
