I ended up going with a CW9 instead of a P9 for now. Still a great handgun at a great price. Purchasing involved doing a standard NICS check using the run of the mill ATF 4473 form. Once complete, I was handed an RI-60 sales record which originally contained four copies (I'm assuming they didn't have a stack of new ones that only contain three). According to the dealer and what I see in the PDF I pointed out, a single copy needs to be brought to my local police department which will then make a copy for themselves, enter the information into the state gun database, and then forward the original along to the Michigan State Police.
Okay, so I'm a type 07 firearms dealer. This doesn't apply to me? Then I can't actually sell pistols anymore?
The law specifically states, type 01 dealer.... wtf?
(7) As used in this section, “federally licensed firearms dealer” means an individual who holds a type 01 dealer
license under 18 USC 923.
The way that I read this, is that as a type 07 dealer/manufacturer I either can no longer sell pistols in Michigan, or I must still require a pistol purchase permit from the buyer.
Can somebody help me out understanding this?

That language has always been there. And in the old law, where the term "federally licensed dealer" is used, it just spells out what they must do when they "acquire" a pistol.
In reading the new additions, it looks like only type 01 can sell to a non-CPL holder. A type 07 could sell to type 01's (probably any FFL) and CPL holders, but no others.
IANAL, maybe we should take this into the "Legal Beagle Corner".
