Well, it's a step in the right direction I suppose.

Correct! It says "right to keep and bear arms". I don't see where it says, if the state first sells me a license for either the 'keeping' or 'bearring'.

Yes, this is a very sad state of affairs. At the time of the drafting of the Constitution, the concern was always that a central government power would infringe on the people's RKBA. There was little (if any) concern that the threat would come from state government.

It's definitely a medium step in the right direction. In fact, it's pretty close to what I'd say has a chance of getting through without freaking out the FUDs. I'd like to see it extended to more than 6 months grace period though.
Got caught with a concealed gun on a CPL that expired less than 6 months ago? Here's your "fix it" ticket. Either you fix it within 2 months and pay nothing but your normal renewal, or you pay a bigger fine - but at least you're not getting hit with a felony charge anymore.
If you were otherwise prohibited from carrying concealed, nothing changes - you're still screwed.
It's literally a bill that makes life easier for decent people, and still keeps the penalty on bad people.
"Sec. 2. All persons who are commonly known as “Greasers” or the issue of Spanish and Indian blood, ... who go armed and are not known to be peaceable and quiet persons, and who can give no good account of themselves, may be disarmed by any lawful officer, and punished..." - Disarming of "Greasers", An Act to punish Vagrants, Vagabonds, and Dangerous and Suspicious Persons” California, passed April 30, 1855.
