How much do you want to spend? Do you have a 44 or 357 rifle already? An inline muzzleloader perhaps?
An 870 with a rifled barrel and Hornady SST slugs would work for a shotgun.

IM partial to my Ithaca Deerslayer 87 pump. It’s not a cantilevered barrel and the barrel is rifled and hammer forged with the Monte Carlo checkering and a gold trigger.
It’ll put Leightfield EXP slugs in a cloverleaf at 100yds.

I'd steer clear of shotguns primarily due to the high cost of sabbots (~ $3.00 - $5.00 per shot). As others have mentioned, a rifle in .44 magnum or, better yet, .450 Bushmaster is ideal now that those calibers are legal in zone 3.
.450 Bushmaster rifles are readily available and affordable. Other than personal preference, there's really no reason to go any other way with regard to firearm hunting in zone 3.
But different strokes/different folks. I sold my slug guns and went the .450 route. Will not be looking back.
