I am looking at building an AR for coyote hunting and am confused on the rules for stripped lowers. It will be with a 16" or longer barrel. I know you need to be 21 to buy one from an FFL, but what is the rule on private sale? I know with a handgun you can purchase private sale at 18. Does a stripped lower get registered like you would a pistol when it is purchased? Can I buy one from a friend like I would a rifle or shotgun? Any help is greatly appreciated.
Thanks

From a private individual it's +18. You won't need purchase permits unless the stripped lower is pistol lowers or sold as such on the original 4473.
