Is it legal for childrent to be shooting firearms without supervision?

My neighbors have six children, all under the age of 12. They have been out twice this week shooting a 22, and were shooting towards my other neigbors house, and then today they were shooting right at their own house.
Their mother does not watch them and has been warned about this by the landlord who lives across the street. I'm afraid they're going to hurt either themselves or someone else. We do live outside of city limits, but the houses are close together.
If anyone has any information regarding the laws with children and firearms, can you please fill me in with ANY inforamtion and citations?
