Whaat?

If I understand this - they can't take pictures of buyers? That was a problem?

Does this affect CCTV?

EDIT: Aha.

(A) CREATE A VISIBLE REPRESENTATION OR A BIOMETRIC RECORD OF

AN INDIVIDUAL WHO IS PURCHASING A FIREARM OR AMMUNITION, EXCEPT FOR

A VISIBLE REPRESENTATION CREATED INCIDENTALLY TO THE ROUTINE USE OF

SURVEILLANCE CAMERAS.

So, when I buy or sell a weapon, I lay out the gun with serial number, fan out the cash and lay both our IDs, and snap the pic. That pic is kept with the receipt.
So that would be illegal?

Doesn't sound like it.

SEC. 12C. (1) A SELLER OR A FEDERALLY LICENSED FIREARMS DEALER

SHALL NOT DO ANY OF THE FOLLOWING:

(A) CREATE A VISIBLE REPRESENTATION OR A BIOMETRIC RECORD OF

AN INDIVIDUAL WHO IS PURCHASING A FIREARM OR AMMUNITION, EXCEPT FOR

A VISIBLE REPRESENTATION CREATED INCIDENTALLY TO THE ROUTINE USE OF

SURVEILLANCE CAMERAS.

Whoa, I was late on that one...

That's correct.

What would be the purpose of such legislation?
What problem are they fixing?

More important, what problems are they creating?

WHOA......

This is more than just not linking a purchaser to a picture......

This makes the LTP and PSR a TWO part form. One copy for the seller, one for the buyer. NO COPY TO TURN IN, NO FURTHER REGISTRATION.

Yup! I didn't catch that.

"eliminate pistol database entry" Right in the title.

Would this be a scud to stop Michigan from going to a FOID type system?

Wasn't Walmart doing this with their hi res surveillance cameras, creating a database of gun purchasers and pics from the camera's? I could be Wrong but it seems like there was a rumor about this going around a while back.

So, essentially this is a way to end registration, but still require background checks for private sales. I still think having to get a LTP is an unnecessary hassle for non-cpl holders, but overall it is a step in the right direction

I hope they don't use this legislation to expand background checks to all firearms sales. Eliminating the database is a good start. They won't be able to enforce this law without keeping records. If the MSP can retain records of the purchase permits they will continue to have a de facto registry.
