I'm lazy, so I'll just copy pasta what I tossed over at MOC...



This bill, introduced by Sen. Mike Shirkey, is similar in many ways to HB 4339 introduced by Rep. Todd Courser.

There are, however, some differences.

Sec. 2(6) in 225 further elaborates on the issue of inheritance. Unchanged in 4339.

Sec. 2a(2) in 4339 is *completely* struck out. In 225, the strikeout doesn't happen until it starts talking about turning a copy back into the cops (basically, it still leaves the portion about recording the CPL license number or FFL dealer license number).

The "old" subsections (4)(5)(6) struck out in 4339, but remain in 225. The old (5) talked about it being a felony to make a material false statement on the sales record.

225 creates a new Sec 12c.



SEC. 12C. (1) A SELLER OR A FEDERALLY LICENSED FIREARMS DEALER SHALL NOT DO ANY OF THE FOLLOWING:

(A) CREATE A VISIBLE REPRESENTATION OR A BIOMETRIC RECORD OF
AN INDIVIDUAL WHO IS PURCHASING A FIREARM OR AMMUNITION, EXCEPT FOR
A VISIBLE REPRESENTATION CREATED INCIDENTALLY TO THE ROUTINE USE OF
SURVEILLANCE CAMERAS.
(B) LINK A VISIBLE REPRESENTATION OF A FIREARM OR AMMUNITION
TRANSACTION TO AN INDIVIDUAL, EXCEPT AT THE REQUEST OF LAW
ENFORCEMENT OR PURSUANT TO A COURT ORDER.

(2) A PERSON WHO VIOLATES THIS SECTION IS GUILTY OF A
MISDEMEANOR PUNISHABLE BY IMPRISONMENT FOR NOT MORE THAN 1 YEAR OR
A FINE OF NOT MORE THAN $500.00, OR BOTH.

(3) AS USED IN THIS SECTION, "FEDERALLY LICENSED FIREARMS
DEALER" MEANS A PERSON LICENSED TO SELL FIREARMS UNDER 18 USC 923.

I was unaware they held a seat in that committee.

We all know that the MSP hates gun owners and those serving on this committee must know it, too. It takes an elected individual to carry MSP's water. We need to know who it is on this committee that chooses to serve the government rather than their constituents. We deserve to know who our enemies are.

One thing for sure, all good gun bills go to the Senate Judiciary Committee to get warped beyond recognition and die a slow, horrible death. I am convinced that senate leadership sends these bills to this committee for that purpose. My best guess is that Meekhof and Jones are both anti gun owner and we will see no progress on our priorities as long as they sit in such powerful positions.

That is referring to legislation that Snyder vetoed in 2012. It passed the house with a bipartisan, veto-proof majority in the house and a bipartisan majority in the senate (one vote short for a guaranteed override). After Snyder vetoed it, his allies in leadership positions refused to allow an override vote. Now his allies in leadership positions won't allow it to come to the floor, which suggests there is even more support for registration repeal now than in 2012.

That's been a long held maxim in working gun legislation. If MSP is not neutral on a gun Bill, it's likely going nowhere. There will be subtle downward pressure from the Governor's office to not move the Bill.

MSP has their own people representing them. DNR the same. Been that way as long as I've done policy work in the Capitol.

When they demanded a photocopy of my ID "it's the law." No, it is not. It's your store policy, and my answer is no. Ended up telling them they could either sell it to me, or transfer it to a local dealer. They were pissed, but I went home with it.

Be good to see a law telling them they can't do this.
