Lyman All-American 4x Non Permacenter Question

Recently Picked This 4x Lyman All American up at a garage sale for a few bucks. My question is that just below the cross hair there is a notch. Is this a defect in the cross hair or something else? Hopefully someone will have some info for me on this older scope, the pic isn't the best, but hard to get a great one.

Looks like a piece of debris, stuck on the vertical crosshair. Old scopes do that. Should still be a useable scope if you don't mind the fine crosshairs.

I figured it was just a piece of debris, just was funny how it came off at a perfect 90 degree.
