Don't change the exemptions to 750.234d. Bills would be solid! Where is the outcry to ban OC in places besides schools?

This isn't showing the substitute voted on yesterday........yet.

My understanding is the substitute just tied this and 442 together. I haven't read it though.

I think you're right. Here's the substitute: http://www.legislature.mi.gov/(S(4zky1zr4rhfogrvaxec2j5qe))/documents/2015-2016/billcurrentversion/Senate/PDF/2015-SCVBS-0561-6295.PDF

It would be interesting if this was a one-way tie-bar. That is, SB 442 could pass without this, but 561 could not pass unless 442 passed.

It's not one-way, unfortunately. Here's the full text of 442 with Substitute 2; see the very bottom:

hrmmmm
I guess we will be able to carry in a court if 561 passes
"But the court has a rule!"
The court is a unit of government and as such is preempted....

also:
"(b) "School" means a public, private, denominational, or
parochial school offering developmental kindergarten, kindergarten,
or any grade from 1 through 12.
(c) "School property" means a building, playing field, or
property used for school purposes to impart instruction to children
or used for functions and events sponsored by a school, except a
building used primarily for adult education or college extension
courses."
So no more OC at the capitol building if a school class is there as they would be there to "impart instruction to children" about how government works.

Michigan Supreme Court says otherwise. Currently a CPL holder, based on 28.425o can conceal or open carry in a court.

A court is not preempted. It is not a local unit of government. The Michigan Constitution gives the courts the ability to promulgate some rules in regards to maintaining their own facilities.
