Specifically, why would one choose the Romeo3 over the Romeo4 or vice versa?

Pro's/ Con's on either? (Disregarding the 65moa ring in the Romeo4)

Point being, they are similar in price, both what I'm looking for to add to an ultralight AR, and I simply can't decide. I have very little experience with modern RMR sights, and the only quality reflex I've owned was a Trijicon RX30 that had issues with washout (whole different ball game with that guy though).

First off, both those optics would be considered reflex sights. The second one is a mini reflex. The term "reflex sight" simply denotes how the dot is projected; in this case via a reflecting glass element. Red dot is a general term. A red dot can be projected in a few diff ways such as reflective/reflex and holographic.

The biggest disadvantage to a mini reflex sight, IMO, is that the emitter is exposed whereas the emitter is contained in the tube of most others. With the emitter exposed, you can get dirt/debris to cover the emitter. A covered emitter means no dot. Also, rain/water effects the emitter when it gets covered and you then see an array of dots/lines.

Mini reflex sights tend to have less of a body surrounding the glass. For some peopl, this makes it easier to look past the optics body while shooting two eyes open. It also gives you a less obstructed view.

Otherwise, it's a lot of personal preference. They both do the same job(1x, unlimited eye relief, and "parallax free").

If I were shooting competition pretty strictly with the gun, then I'd likely go mini for the least sight obstruction possible(every inch/gram counts mentality). Otherwise I'd go with a sealed optic for most other uses. My personal preference...

Just my 2¢.
