I have contacted the sponsor of the legislation and my local rep about this bill.

I received a response this morning:

Our next step is to get this legislation a committee hearing and that decision is made by Rep. Mark Meadows who is the chair of the Judiciary Committee. He can be reached at 517-373-1786 or by e-mail at markmeadows@house.mi.gov

IF it passed, as written...yes (State, NOT Federal). But, it is a long way from being passed. A "push from the public" is needed to get this thing in motion.

See the announcement in this forum for direction on "what to do"...

IMO the letter should include that a CPL holder has:

Had certified training in the use of, and the legal ramifications, of the use of a firearm.

Passed a FBI background check

Has their fingerprints on file

Has not committed a felony

Has not been convicted of domestic violence.

Also, the exclusion of LEGAL handgun owners in certain places, makes those places prime targets for illegal gun owners. (schools)

I could go on and on, this one should be a slam dunk.

Here's a guide on letterwriting for the purpose:
http://www.ehow.com/how_2118434_write-proper-letter-legislators.html

Instructions
Step 1
Addressing a congresswoman or congressman properly: Begin with the title "representative".

Step 2
Addressing a senator properly: A letter to a senator should begin with the title "to the Honorable" follwed by their name.

Step 3
Write legibly. Handwritten letters are preferrable; be sure they are readable.

Step 4
Be brief and to the point. Discuss only 1 issue in each letter and if you are writing about a specific piece of legislation identify the bill by number and title if possible.

Step 5
If writing a personal letter use your own stationery and words.

Step 6
If you are writing as a group representative, use the organizations letterhead unless you are affiliated with a not for profit agency.

Step 7
Letterwriting and not for profit programs, agencies or organizations: If you work or volunteer at a not for profit business DO NOT use the group's letterhead, pens or pencils, envelopes, and stamps. Write your letter at home (http://www.ehow.com/how_2118434_write-proper-letter-legislators.html#) and mail it from home or the post office.

Tips & Warnings

Not for profit organizations and agencies recieve some kind of partial or full government funding.
Government funding cannot be used to promote a specific issue, candidate or political pary or to purchase the supplies and stamps to mail letters.
In the post 9/11 world, be careful that none of your wording or how you address an issue or bill can be taken out of context and construed as being threatening or anti government.
With the media and social networking websites like you tube take extra care that nothing in your letter can be taken out of context as being sexually, racially, or culturally insensitive.

Not rocket science.

A short note saying you support the bill, you don't need to go into detail as it wont matter what you write. All they will do is tally up all the for and against mail they get.

Dear XX:

I support Bil XXX and hope that you will vote yes on it's passage.

I fell asleep watching some kind of debate on this last night. There was a believe U of M's chieif of campus police there. He said that thieir officers are trained to actic differently if tehy are in an area where they know guns are preasant. May not be verbatum but close.

I've heard a lot of ignorant statements in my time but c'm on. I've watched cops enough to know you go into EVERY SINGLE SITUATION expecting anything. And if he actually is training his officers to stand down their guard because there are not suppose to be any guns there he needs to be immediatly fired and the entire department has to be retrained. I sure hope those officers rely on their academy training and not their genious boss. Oye he's going to get them killed.

Senator Jacobs is a confirmed anti-gunner and has an unacceptable rating from SAFR-PAC.

Rep. Gregory is an unknown. He didn't answer a SAFR survey in the Primary in 2008. He is a former Oakland County Commissioner.

Last Night I Attended a Tea Party Meeting. The Agenda Was an Introduction to the Republican Candidates for Senate District 25 [Lapeer/ St. Clair Counties]

In Attendance Were, Todd Courser, Lauren Hager [Former Rep.81], and Phil Pavlov [Current Rep. 81].

My Rep., Kevin Daley [Rep 82] while not A Candidate was also There.

I Was Impressed with Candidate Phil Pavlov.
http://www.gophouse.com/welcome.asp?District=081

I Asked The 3 Gentlemen about Their Position on SB 0747 [Campus Carry] and on This HB 4334.

I Didn't Receive a Clear Commitment From Any of them....In True Politician Fashion.

I Was However, Heartened by the Fact that Representatives Daley and Pavlov both Approached Me in the Lobby and asked for My Email Address...Presumably to Follow Up on My Concern.

We Shall See.

As an Aside Rep. Pavlov has Introduced HB 5332...

Pavlov's legislation, House Bill 5232, reaffirms Michigan's right to regulate intrastate commerce and states that any firearm or firearm accessory manufactured and sold in Michigan will not be subject to any federal mandates that relate to the manufacturing and sale of firearms or firearm accessories

I just received this note from Michael Bishop - Majority Leader for the Senate. It sounds encouraging, but he doesn't come right out and say that he supports it.

Thank you for contacting my office regarding House Bill 4334. Your confidence and time in writing are greatly appreciated.

Legislation regarding gun-free designated areas has been introduced on both federal and state levels. On the federal level, H.R. 197, the National Right-to-Carry Reciprocity Act of 2009, grants permission to persons with CCW permits in their resident states to carry arms in all other states with CCW accordance laws. I encourage you to contact your federal representatives in Congress to obtain further information and to share your opinions regarding this issue. You may contact your senator via the United States Senate website at: http://www.senate.gov/ or you may contact your congressperson at: http://www.house.gov/.

In Michigan, as you may already be aware, current state law prohibits persons with carrying concealed weapons (CCW) permits from carrying arms at the following locations: schools, day care facilities, sports stadiums or arenas, bars, bar/restaurants, places of worship, college dorm rooms and classrooms, hospitals, casinos, entertainment facilities with capacity over 2500, and courts.

As mentioned in your correspondence, HB 4334 would repeal the list of the aforementioned gun-free zone locations. HB 4334 currently awaits consideration before the House Committee on Judiciary.

You may also be interested to know, HB 4348 was also recently introduced to repeal the gun-free section of the concealed pistol permit law, to allow persons with CCW permits to carry their arms at the locations which are currently prohibited, as aforementioned in this letter. The bill was referred to the House Committee on Judiciary where it currently awaits consideration.

HB 5474 currently awaits consideration before the House Committee on Tourism Outdoor Recreation, and Natural Resources.

Additionally, HB 5474 was introduced to remove the power of an institution of higher education to regulate the ownership, carrying, or possession of pistols or other firearms, ammunition, or components in any way. Three exemptions are included in the bill: to regulate conduct that constituted a criminal offense under state law, to regulate the conduct of employees in the course of their employment, and as otherwise provided by state or federal law.

Similarly, Senate Bill 747 was introduced to exempt college campuses from the locations designated as concealed weapons no-carry zones, as cited above. Upon introduction, the bill was referred to the Senate Judiciary Committee, where it currently awaits consideration.

Should this legislation come to vote before the Senate, I will be sure to keep your correspondence on hand. I encourage you to contact your House representative via, www.house.michigan.gov, to share your opinions on the matter.

In order to obtain further information on these bills, I encourage you to visit the Michigan Legislature website, www.legislature.mi.gov. For further information regarding CCW permits, please visit the Michigan State Police website, www.michigan.gov/msp.

As one who believes that democracy is only as strong as the people involved, I appreciate your willingness to be an active participant in government. Should the occasion arise, please do not hesitate to call upon me again with any future questions or concerns regarding this or any other matter. In the meantime, my continuing best regards.

Sincerely,

Michael D. Bishop
Majority Leader
State Senator, 12th District

I received the following from my Rep:

Dear Jonathan,

Thank you for your email regarding HB 4334. I appreciate you taking the time to express your support of this legislation.

This legislation introduced by Rep. Lori is currently before the House Committee on the Judiciary, which unfortunately is not a Committee that I am currently a member of. However, be assured I will keep your support of this bill in mind when it comes before me for a vote on the House floor.

Additionally, you may also be interested in a few other bills regarding 2nd amendment rights. I recently sponsored HB 5471, which was in a package of 8 bills. The bill numbers are 5470, 5472, 5471, 5473, 5520, 5474, 5302, and 5303. The package was referred to the committee on Tourism, Outdoor Recreation and Natural Resources, and passed on October 27th. The bills are now waiting to be taken up on the House floor and voted on by all 110 Representatives.

My bill required concealed pistol license holders from another state to adhere to Michigan law governing concealed pistol holders while in Michigan. Other goals of the package are to allow an authorized manufacturer or gun dealer to purchase, possess, and transport a pistol as merchandise and to allow people to keep their firearms in their vehicles in a parking lot at their place of employment.

You may visit (www dot legislature dot mi dot gov) to review the current status of the bills. If you have any further questions please do not hesitate to contact me.

Respectfully,

Jennifer
