Wow - 800 rpm's is the slowest speed on the lathe? As you've found out, that's way too fast. I'm not even sure that carbide or ceramic would work at that speed.

They used to make a product for leather drive belts called belt dressing (man am I giving my age away now!). It made the surface of the belt sticky, thus enhancing it's grip on the pulley. I have no idea where you might find it though. Maybe one of the automotive tooling suppliers like Grangers or Production Tool?
