    Whaat?

If I understand this - they can't take pictures of buyers? That was a problem?

    Does this affect CCTV?

    EDIT: Aha.

    (A) CREATE A VISIBLE REPRESENTATION OR A BIOMETRIC RECORD OF

AN INDIVIDUAL WHO IS PURCHASING A FIREARM OR AMMUNITION, EXCEPT FOR

A VISIBLE REPRESENTATION CREATED INCIDENTALLY TO THE ROUTINE USE OF

    SURVEILLANCE CAMERAS.

So, when I buy or sell a weapon, I lay out the gun with serial number, fan out the cash and lay both our IDs, and snap the pic. That pic is kept with the receipt.
    So that would be illegal?

What would be the purpose of such legislation?
    What problem are they fixing?

More important, what problems are they creating?

    WHOA......

This is more than just not linking a purchaser to a picture......

This makes the LTP and PSR a TWO part form. One copy for the seller, one for the buyer. NO COPY TO TURN IN, NO FURTHER REGISTRATION.
