    Correct! It says "right to keep and bear arms". I don't see where it says, if the state first sells me a license for either the 'keeping' or 'bearring'.

    Yes, this is a very sad state of affairs. At the time of the drafting of the Constitution, the concern was always that a central government power would infringe on the people's RKBA. There was little (if any) concern that the threat would come from state government.
