Well, it's a step in the right direction I suppose.

Correct! It says "right to keep and bear arms". I don't see where it says, if the state first sells me a license for either the 'keeping' or 'bearring'.

Yes, this is a very sad state of affairs. At the time of the drafting of the Constitution, the concern was always that a central government power would infringe on the people's RKBA. There was little (if any) concern that the threat would come from state government.

It's definitely a medium step in the right direction. In fact, it's pretty close to what I'd say has a chance of getting through without freaking out the FUDs. I'd like to see it extended to more than 6 months grace period though.
Got caught with a concealed gun on a CPL that expired less than 6 months ago? Here's your "fix it" ticket. Either you fix it within 2 months and pay nothing but your normal renewal, or you pay a bigger fine - but at least you're not getting hit with a felony charge anymore.
If you were otherwise prohibited from carrying concealed, nothing changes - you're still screwed.
It's literally a bill that makes life easier for decent people, and still keeps the penalty on bad people.
