So, am I reading this right? 18 YOs would be able to get a CPL and the only difference is that it only lasts until their 21st birthday and it says "provisional" on it? If that's what it says, I'm fine with that. I just was having trouble believing that a bill could be that simple.

Yes. the idea behind it is that if we changed our "actual" CPL to be from age 18, we'd end up losing reciprocity with A TON of states. This way, a provisional CPL would be separate from a "Real" CPL, and reciprocity would remain.
The Provisional CPL would have its own list of Reciprocal states.
