It doesn't…unless it is an initial license ($15 for fingerprinting).
    Okay, I missed the following:
An individual applying for a lifetime license whose fingerprints are on file from obtaining a standard license does not need additional fingerprints taken under this subsection.
You WILL pay $115 for a new or renewal!

I also missed this little bit:
Enacting section 1. Section 5h of 1927 PA 372, MCL 28.425h, is repealed.
For what little significance that has.

So how about drop all the asking permission to exercise your rights nonsense and just go with what Michigan's version of the US 2nd amendment says.
That you have the right to keep and bear arms for the defense of yourself and the state. There is no mother may I clause nor with the permission and approval of clause.

Why would anyone want to do that? Because a lifetime CPL won't qualify as a substitution for a NICS check when buying firearms.
Where does it say anything about this not qualifying?
    Did I miss it somewhere?

Federal law / ATF Regulations only allows for a permit to substitute for a NICS check if the permit requires a background check/renewal every 5 years. That's why MI CPL is NEVER valid for more than 5 years exactly to the day.

Precisely. And we're lucky our 5 year CPL's don't get cut down to 4 years since you can apply for a renewal up to 6 months in advance…therefore allowing for up to 5-1/2 years between valid CPL to valid CPL.

The thing about this bill…I just can't envision the State giving up this cash cow…but then again, they did it with trailer license plates (then keep talking about going back to annual plates after everyone paid the higher amount for "non-expiring").

I'd rather go through the background check for sales than the hassle and expense of the cpl renewals.

Private sales would also require a BGC

    Why?

    Private sales aren't federally regulated.

Nothing in the state laws says the lifetime license doesn't qualify for in state sales.

    See posts #12 & 15. I questioned BGC for private sales .
