Provided it's not the shooter, then wrong sights....or they're fake(which makes them the wrong sights still).

Yes all low. I shot them in a quarter sized area at 7 yards with a few stragglers but all really low. What's my options coco

Installer shouldn't particularly matter...

Once again, you get what you pay for.
$35 bucks off eBay, or a few bucks more from a local shop with a Smith who runs a few rounds down range to confirm the installation.

I suspect they sent you the wrong height.

Mighta been open box, post some pics of them close up so we can see if they look fake in any way.
