No clause in the constitution could by any rule of construction be conceived to give congress a power to disarm the people. Such a flagitious attempt could only be made under some general pretence by a state legislature. Just because something is legal to do doesn't mean it is the smart thing to do.
Depends on who is the patient and who is responding.
Generally if an ambulance to you, most likely they will have an officer take possession of the firearm.
I say this having worked with a major SEMI Ambulance service

Every hospital and emergency response team has a policy regarding guns they encounter while aiding sick and injured persons. While their main concern will be to care of you, a weapon that is found is very serious and the weapon will frequently be turned over to the local police department for safekeeping.
