I'm sorry, but that looks sporterized to me. The nuts on the scope mount should be brass. Don't refinish the stock because if it hasn't been fooled with it could be collectable. The scope looks period-correct, too!

American milspec probably not, though several other nations have been known to weld and solder parts closed or together. For example the Thompson had indicator holes in the stick magazines to show fill status, I cannot remember who off the top of my head, but one nation that ended up with them soldered the holes shut to keep sand out.
Otherwise what year did pictanny type rails the scope is mounted to start being used vs year of rifle use and manufacture.
So while not entirely out of the question depending on which nations it’s been through, but otherwise it is likely that one inebriated soul with a welder had an “idea fairy” visit them.
