    Actually I don’t know on a Form 1 gun.
    Fr firearms I build, if I farm out the engraving, it needs to be done by an FFL

    I has to be done by an FFL if you don't do it yourself or are standing right there as the trophy engraver (or other party) does it.

    It is that whole transfer of possession thing.
