It's not. This came up on Arfcom(It must have been FB, I can't find a thread on Arfcom) and a gentleman there was emailed back by PSA stating that because it was only sold with the brace and was more than 26" long, that made it a SBR under Michigan law.

Looks like the people in the post have been trying to steer PSA right. I wonder how long the pistol is with no muzzle device and no brace(if it's easily removable).
