I like it... except this.
"(5) IF, WITHIN 60 BUSINESS DAYS AFTER A VIOLATION OF SUBSECTION (2), A PERSON RECEIVES A RENEWAL LICENSE UNDER SECTION 5"
That's putting it on the state to get their stuff done in time, and that's never a guarantee.
Maybe it needs to specify that a person needs to submit the application, which later gets approved, within 60 days.
