There is no reason a CPL should expire, it should be lifetime. If you do something illegal all they have to do is take it away, but why would it ever expire? Same for a driver's license.

Drivers license = privilege = pay for it
Voting = right = don't pay to do it
CPL = privilege = pay for it

In a perfect world we would not have to pay a fee to exercise our right(s).
However, in light of recent events. A little birdie told me (I cannot take credit, and cannot give credit at their request because of their occupation) that we should contact our representatives and state that our CPL fees should be lowered as the CPL's are not as valuable now that they can no longer used to purchase a firearm. In light of the recent ATF letter that went out last week.
