This bill would also prohibit a local unit of government from purchasing firearms parts and ammo from non-licensed sellers.

This bill was introduced by Annette Glenn (R) from district 98 (Midland area). I wonder what the "apparent problem" is…?

Too dangerous for LEO to possess unless it goes through an FFL!

shall not use any public resource to implement, administer, or operate a program to purchase privately owned firearms
The way I read that, they would be prohibited from even having LEOs on site of a "buy back" event sponsored by others. LEOs are a public resource.

What would stop an FFL from acting as the go-between? The local unit of government buys the buybacks from the shell FFL and uses it for the law enforcement purpose of training or looking for "crime-guns"?

I'm not opposed to the concept but, will it work?
