    That is not what the law says. You can't just paraphrase it. The law prohibits: "ammunition that is suitable for use only in a handgun", or "ammunition is other than a shotgun or rifle", Once you establish that the 9mm is for your Marlin Camp 9, the ammo is for a rifle.

    And yes, there are policies in place with all kind of retailers. But there is no law that prohibits circumventing such policies in any fashion that you wish.

    • Find a local hardware or sporting goods store that's not an FFL that doesn't have a policy to not sell to any one under 21 or lie to them and convince them its for a carbine and its legal
    • Reload, you can legally buy all the components for reloading from an FFL or anyone.


    Online is probably your cheapest/easiest option just know that it is illegal if they are an FFL. I've never even heard a rumor that someone was prosecuted for this. If you end up being the first come back and let us know. Does anyone know of an online ammo seller that's not an FFL?

    Any Thompson Contender or Encore can have a rifle length barrel ordered in any caliber and length that does not exceed max. pressure. So, for the Encore platform there is no pistol round manufactured that you could not purchase a rifle length barrel for.

    M11A1 has a stock and is chambered in 380...
