    This bill does not do what the title says it is for.

    "Weapons; concealed; concealed pistol licenses; require to be processed during a declared emergency."

    This bill starts out with messing around with carrying fix-blade knives and the purpose of "hunting" knife exceptions, along with exceptions "double edged" within your own properties. They failed to fix the "non-folding" term and have not provided "preemption" for knives.

    The second part adds wording to allow carry "if" there is a declared state of emergency AND the processing of CPLs has been halted.
    It also allows for carrying concealed on ones own property without a CPL.

    I was under the impression that this was already allowed.

    Yeah, that didn't come out right. It was intended to note that it continues, it is struck out and then relisted in the bill.
