Oh, they know the "problem" they are trying to address. The "problem" is the Second Amendment.

I hate it when legislators try to justify their existence by fixing problems that don't exist! I hope this piece of crap gets shot down somewhere in the legislative process.
    Lighten up Francis.

In theory, other than coming up with the budget each year, there ought not be much need to make new laws in the first place. Don't kill. Don't rob. Don't commit rape, arson, or bestiality. Don't speed in a school zone. Already got those covered. Seriously, if we haven't thought of needing a law to address a thing yet and the world is still turning, maybe that's telling us something.

But, but we don't have registration in Michigan.......
Just because something is legal to do doesn't mean it is the smart thing to do.

This is the main question that led me here...

I've read (tried to read) the law... the MI Legislature's site is old and not fun to navigate...

That said, there seems to be an exemption from "registration" if you have a license to carry a concealed pistol...

I take this to mean that, if I were to move to the state of Michigan, so long as I applied for and was issued a license to carry a concealed pistol, I would not have to register my pistol upon moving into the state.

Furthermore, it seems that this will be the case so long as I maintain an active license to carry.

Additional reading seems to indicate that, as a Michigan resident with a license to carry, I would not need to "register" any pistol purchased from an FFL...

How much do I have wrong so far?
