    The ATF has made compliance with local laws/ordinances the main item you need to show in order for them to issue.

    I'm thinking what Coctailer said might work, I would go that way and see if you can make that work within the local regs.

    The retail sales component is part of both an 01 and an 07. No, not required, but if you have an 07, you can. Unless the township folks are really dumb, they won't allow the 07 either. But ... you never know. Worth a try.
