    The reloaded ammo can't be sold unless he has a Fed license to do so. (As I understand the rules)
    Sell the gun, and gift the ammo.
    Never, under any circumstances, consume a sleeping pill and laxative on the same night.

    That is NOT what the law says. The law restricts the importation, manufacture or re-manufacture for distribution. They don't restrict the sale of ammunition in any form.

    So, my buddy is out of ammo at the range and offers to buy a box of my reloads, and that's ok?
    Never, under any circumstances, consume a sleeping pill and laxative on the same night.

    There is a small difference here, the OP didn't "Re-manufacture" the ammo, he just has a quantity of the material that he wishes to sell.

    In your situation, you did re-manufacture. It could be determined that the re-manufacturing for sale was the object, that requires a license. The resale is not a licensed activity. Each, importing, manufacturing or re-manufacturing are licensed. The act of selling is okay, the act of reloading for profit is not. That needs a license.
