Not according to state pistol registration laws. On the side of the road you will not win with the officer that A) doesn't know and B) Is only going to give you a citation? and take said "Pistol" and where you have to make a court date, and be lucky to get your property back. Oh, pay a 250$ fine.

Show me in the MCL where I am required by law to commit a felony by completing an RI-060 for a handgun that I did NOT purchase or acquire.
Go extract some iron ore from your backyard, smelt it, manufacture a handgun and show me in the MCL where you have to complete an RI-060 for it. Same difference.
Not only am I a former LEO, but I'm also a current FFL. No "officer that doesn't know" is taking a legally possessed firearm from me simply because s/he "doesn't know".

(1) Except as otherwise provided in this act, a person shall not purchase, carry, possess, or transport a pistol in this state without first having obtained a license for the pistol as prescribed in this section.

Also ... You're didn't purchase a pistol. You purchased an "Other firearm" (parts). It's wasn't a pistol when you purchased (or acquired) it.
The RI-060 is a PISTOL TRANSACTION RECORD, not a PISTOL BIRTH CERTIFICATE. You can not be both the BUYER and the SELLER because you can't BUY something from yourself. You can't ACQUIRE something from yourself, either. Try again.
