I recently just purchase my first handgun with my 03 C&R ffl. a really nice 1930's S&W model 1905 4th change in .38 special FWIW. Is there a definitive answer of if i need a to do a ri-060 some how? i do have an MI CPL.

I did find this Michigan statute on the purchase licensing. https://www.legislature.mi.gov/(S(nt...ame=mcl-28-422

Section 7 states This section does not apply to the purchase of pistols from wholesalers by dealers regularly engaged in the business of selling pistols at retail, or to the sale, barter, or exchange of pistols kept as relics or curios not made for modern ammunition or permanently deactivated.

This S&W is being kept as a curio and relic, but what is the line on modern ammunition? .38 special was introduced in 1899. I wouldn't consider that modern. Just like 45-70 came out in 1873 and many modern guns are chambered with it. I still wouldn't consider .45 ACP modern. maybe FN 5.7 or 45 GAP or 357 SIG maybe as far back as .44 magnum from the 1950's.
