Does anybody really think this has a chance of getting passed, just to be vetoed?
Just because something is legal to do doesn't mean it is the smart thing to do.
I started to post earlier that I think it depends on the nature of the emergency. If we are all hunkered down in a nuclear fallout shelter, it would suck to be a Clerk's office employee!
Then it occurred to me…"we" wouldn't want to go out to get fingerprinted in an extreme emergency like that.
And no, no chance of the governor signing it. She already said that she would veto any bill that takes away her powers.
