    So it basically got gutted. How many clerks will choose to not opt out, and increase their own work load because other counties did?

    I'm sure most would welcome the added revenue. The only County Clerks I envision "opposing" this bill are the ones that will be losing revenue (Wayne Co, Oakland, Macomb, Monroe, etc).

    One thing I could see happening is…nearby Counties (to the populous and/or slow processing Counties) might get overwhelmed with the influx of applications and THEN may opt-out since they can't handle the volume of applications with their "current" staffing and are reluctant to hire more employees to keep up.

    Thanks for the update. An online option for initial apps would be a good next step. Even Canada doesn’t require in-person to obtain their PAL license.
