Although it hasn't been posted online yet, the Military, Veterans and Homeland Security Committee held a hearing on this bill yesterday and ultimately voted to send it back to the house with recommendation to adopt S3.
S3 hasn't been posted yet, but during the hearing it was mentioned that it adds the option for the County Clerks to opt-out of accepting applications from non-residents.
