There is a huge difference between three days from when it was stolen and three days from when you discover it's been stolen. Does this address the difference?

The current language of the law and this bill both recognize the difference:

Sec. 10. (1) A person that owns a firearm shall, no later than 3 days after the person knows that the firearm is stolen or lost, report the theft or loss to a police agency having jurisdiction over that theft or loss.
