I can understand a background check for employees, but why a requirement for a CPL?

Make a requirement that every employee of an FFL have a CPL? Eliminate anyone under 21 from working in a gun store.

It's not a separate background check/print AND have a valid CPL. I think they are saying that, by requiring the CPL, they are fulfilling the requirements of a background check and fingerprints.

Oddly, you only have to be 18 to serve alcohol in Michigan despite the drinking age being 21.

And you can own and/or possess a long gun at 18 (CPL >= 21). For now, I suppose.

With that, someone under 21 cannot be employed at a gun store.

An employee of a licensed dealer who sells a firearm in the course of the employee's employment must meet all of the following requirements:

    (a) Be eligible to possess a firearm under state or federal law.

    (b) Hold a concealed pistol license under section 5b.

    (c) Comply with all state and federal requirements for the sale and delivery of firearms.
    All…not or…

I think (a) is requiring a NICS check, no?

Sure they can, as long as they do not 'sell or have access to a firearm in the course of the employee's employment' ...

People can be 'eligible to possess a firearm under state or federal law' without a NICS check. Go buy a long gun from your next door neighbor - no NICS check is required.

In the context of this bill, how is (a) established?

    (a) Be eligible to possess a firearm under state or federal law.
