So based off that article, if I'm understanding correctly, an 80% lower must be serialized now which means you cannot order one and have it shipped to your residence. It must now go through an FFL?

I have no idea. This is something new, it's not a "law" but it is an ATF rule. It's probably best to ask the companies that are selling them.

Tactical machining is still selling 80% lowers. I’ve received several e-mails from them about the situation. They claim because they don’t sell the jig or instructions anymore, the ATF can not stop them from selling them without a FFL. The front page of their website lists the details.

P80 is still selling 80% receivers as well, but they can't sell the jig with it. So, not really sure how much good the 80% receiver does without the jig to help you finish it.

When I bought years ago I also purchased a jig. I’m pretty sure they’re all the same/similar. So you’ll just have to shop several places instead of one stop shopping. Classic example of a (not) law loophole.

The jig is a convenience, but not necessary.
What is necessary is slow, careful layout and measurement, and careful, methodical material removal.
