    So am a reading this wrong to believe that there are not really any changes for a CPL holder or his family?

    The responsibility to submit the completed paperwork (either a LTP or RI-060, depending on unchanged circumstances) for a pistol shifts from the purchaser, back to the seller (it was the seller's responsibility until a number of years back when it was changed to the purchaser's responsibility). The civil infraction and associated fine for not submitting the completed paperwork for pistols shifts to the seller.

    The out-of-state carry permit (resident or non-resident) exception for submitting the paperwork still applies (additionally, for a NON CPL holder, the exception to the entire requirement to get a LTP still applies), but being that the responsibility to submit the paperwork shifts from the purchaser to the seller, it is easy to foresee that there will be sellers that refuse to recognize the exception and will insist on submitting the paperwork anyway.

    Passed in same form by both houses, so done deal.

    Looks like CPL provision remains in place as an exception for needing the RI-10 Permit to Purchase or its new equivalent, but the flip-flop of who mails in the RI-60 seems to knock out some of the benefit of the out-of-state CPL.

    I'm relieved that the final version only requires a license to "purchase" a long gun, and not to also "acquire" one as in previous versions. Am I correct in assuming this would leave the door open to loaning and otherwise sharing long guns with friends and family, as long as no money changes hands?

    I'm confused. What does this change for me, as a MI CPL holder that only buys from FFL's?

    Nothing, except that the FFL will send in your registration paperwork for you now.
