    This looks like it would apply only to the State or a local unit of government. Private or public held companies would not be affected.

    I don't believe that is correct.

    There are two parts to 28.425n:

    (1) is applicable to the State of Michigan and Local Units of Government.
    (2) is applicable to all other employers.

    If this were not the case, (2) would be redundant to (1) and therefore, unnecessary.

    Unfortunately this is a partisan bill introduced by 26 GOP reps - which is why it looks like a departure from the recent garbage coming from Lansing.
    It will likely be held up in committee, or passed around and never make it to a second or third reading this session.

    I agree. The likelihood of this bill becoming law is as close to zero as you could get.
